Of course this is an extremely simplified version. Variables which will dictate this are things like uniqueness, quality of content, headings, unseen coding and titles.
As such if you want your website to contain all these things your web designer must build content and structure with this in mind. A website's entire infrastructure, from the way it navigates to the content it contains must be tailored around the keywords you desire in conjunction with the products and services it has for sale.
Therefore it is absolutely imperative you select a web designer based on their comprehensive understanding of building websites for SEO. A website that looks amazing is useless if no one is looking at it.
